Agenda plenary session from 14th October 2015, Brussels

Parliament will debate a resolution setting out the mandate for its delegation to the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 21) in Paris at 17.00 and vote on it at 19.00 on Wednesday.

Parliament will debate the ongoing refugee and migration crisis and might also address latest developments in Syria and Turkey on Wednesday, ahead of the 15 and 16 October meeting of heads of state or and government in Brussels. In the debate, with Commission President Jean-Claude Juncker and Council representative Nicolas Schmit (Luxembourg Presidency), MEPs will also raise questions about completing the Economic and Monetary Union (EMU) and the UK’s “in/out” referendum plans.

An extra €401.3 million in EU funding to tackle the refugee crisis will be put to a plenary vote on Wednesday. The funds, proposed by the EU Commission and approved by Parliament’s Budgets Committee on Monday, would go to the EU countries hardest hit by the refugee inflow, to non-EU countries hosting most Syrian refugees and to three EU agencies handling most refugee-related tasks.

The outcome of the 2 October summit in Paris, which brought together the leaders of Germany, Russia, Ukraine and France in the ‘Normandy-format’ for regular talks on eastern Ukraine, and the upcoming local elections are likely to top the agenda for the debate with Commissioner Věra Jourová, who will replace EU Foreign Affairs representative Federica Mogherini, on Wednesday afternoon.

The growing fears of discrimination and violence faced by Jews and Muslims in Europe imply that existing legal instruments and policy measures are not effective enough, MEPs say. On Wednesday evening they will ask Justice Commissioner Věra Jourova to explain what the Commission intends to do to fight hate crime and discrimination and whether it will ask EU member states to adopt specific national strategies to this end.
